{"id":710,"date":"2024-12-14T19:32:58","date_gmt":"2024-12-14T19:32:58","guid":{"rendered":"https:\/\/www.porteynoncc.org.uk\/?p=710"},"modified":"2024-12-14T19:32:58","modified_gmt":"2024-12-14T19:32:58","slug":"council-meeting-on-4th-november-2024","status":"publish","type":"post","link":"https:\/\/www.porteynoncc.org.uk\/?p=710","title":{"rendered":"Council meeting on 4th November 2024"},"content":{"rendered":"\n<p>Notes of a Regular Council Meeting held on Monday 4<sup>th<\/sup> November 2024 at The Old Pharmacy, Scurlage.<\/p>\n\n\n\n<p>Present&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Councillors: &nbsp;Martin Cox, Robert Fisher, Sheila Fisher, Gareth Jones<\/p>\n\n\n\n<p>Apologies: &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; None<\/p>\n\n\n\n<p>In Attendance&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mr. Barry Stubbings \u2013 Clerk;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Declarations of Interest\u00a0 &#8211; None declared.<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00a0Minutes\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Minutes of meeting held on 16<sup>th<\/sup> September 2024 were proposed to be accepted by Cllr. Sheila Fisher, seconded by Cllr. Martin Cox, agreed and signed by the Chair.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ongoing Matters in Consideration<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Traffic Speed at Scurlage \u2013 No response from City Council.<\/li>\n\n\n\n<li>Traffic Speed on Port Eynon Hill \u2013 No response from City Council.<\/li>\n\n\n\n<li>Port Eynon Village Green \u2013 Application for transfer of ownership from City Council (made in May 2022). Clerk advised that the officer dealing with this in the City Council was no longer an employee and attempts to resurrect the matter by telephone and e-mail had been unsuccessful. He had written on 14<sup>th<\/sup> Feb. to C&amp;CS Corporate Property and awaited a response.<\/li>\n\n\n\n<li>Scurlage Village Green. Council had requested that an approach be made to Sketty Housing to replace missing posts on the edge of the green at several locations. Clerk was to follow up.<\/li>\n\n\n\n<li>Defibrillator at Scurlage Cllr. R. Fisher advised that he had been in Contact with Gower Medical Practice and that they were no longer prepared to contribute to the purchase of a new 24 hour access unit. The new owners of the shop had been approached and they had expressed agreement to the siting of a unit on the external wall. Cllr. Rob Fisher to arrange with the handyman.<\/li>\n\n\n\n<li>Flooding and Drainage \u2013 No further action.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><u>Finance<\/u><\/strong><\/li>\n<\/ul>\n\n\n\n<p>Clerk advised that routine payments had been made for gardening services, also the demand from Welsh Audit Office for service fees<\/p>\n\n\n\n<p>In the years 2019-2020, 2020-2021 and 2021-2022, amounting in total to \u00a31,633, had been settled.<\/p>\n\n\n\n<p><strong><u>Planning<\/u><\/strong><strong>&nbsp; &nbsp;<\/strong><\/p>\n\n\n\n<p>Clerk advised that there had been only one application for consideration,<\/p>\n\n\n\n<p><strong>2024\/2095\/TPO \u2013 The Old Rectory, Port Eynon<\/strong><\/p>\n\n\n\n<p>To lop one lime tree covered by TPO no 587.<\/p>\n\n\n\n<p>Council considered the application, and concurred that there were no grounds for comment or objection:<\/p>\n\n\n\n<p><strong>Council noted the following decisions made by City Council in resect of previous applications.<\/strong><\/p>\n\n\n\n<p><strong>2024\/1938\/PNA \u2013 Agricultural Building on Land adjacent to South Gower Sports Club.<\/strong><\/p>\n\n\n\n<p>Permission was granted.<\/p>\n\n\n\n<p><strong>2024\/1812\/ FUL &#8211; &nbsp;Coombe Cottage, Overton Lane, Port Eynon SA3 1NR&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; ,<\/strong><\/p>\n\n\n\n<p><strong>Front Porch, Single storey Rear Extension &amp; Summer House<\/strong><\/p>\n\n\n\n<p>Application approved on 15<sup>th<\/sup> November.<\/p>\n\n\n\n<p><strong>2024\/1760\/FUL \u2013 The Bays Farmhouse, Overton Lane, Port Eynon SA3 1NR<\/strong><\/p>\n\n\n\n<p><strong>Single Storey Rear Extension, Roof Lights, New Pitched Roof to first floor bathroom.<\/strong><\/p>\n\n\n\n<p>Application was refused on 15<sup>th<\/sup> November.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Highways &amp; Drainage<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Nothing to consider.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Correspondence<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Clerk advised that he had nothing to raise for consideration.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Communications, Notice Boards, Etc<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Clerk had nothing to report.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Defibrillators<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Clerk to explore possibility of transferring inspections and maintenance to a commercial organisation.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Village Halls<\/strong><\/li>\n<\/ol>\n\n\n\n<p>Port Eynon Hall &#8211;&nbsp; Cllr. S. Fisher advised of matters considered at recent meetings of the Port Eynon Village Hall Committee.<\/p>\n\n\n\n<p>Llandewi Hall \u2013 Clerk advised that there had been no further progress. Chair expressed his desire to conclude this matter before the next AGM.<\/p>\n\n\n\n<p><strong>Knelston School<\/strong><\/p>\n\n\n\n<p>Cllr. Sheila Fisher advised that she would approach the new Head about the Council resuming its meetings at the school premises.<\/p>\n\n\n\n<p>&nbsp;Council considered a request to fund purchase and installation of improved management software but felt that this was a matter for the Welsh assembly Education Authorities and not local fund raising.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Village Greens<\/strong><\/li>\n<\/ol>\n\n\n\n<p>Port Eynon \u2013 nothing to report<\/p>\n\n\n\n<p>Scurlage \u2013 Clerk to follow up on replacement of timber posts and a further dropped kerb to link to the Village shop.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Knelston Burial Ground<\/strong>.<\/li>\n<\/ol>\n\n\n\n<p>Clerk advised that there were no matters for consideration.<\/p>\n\n\n\n<p><strong>12. &nbsp;&nbsp;Any Other Business \u2013 <\/strong>None considered.<\/p>\n\n\n\n<p>Next meeting \u2013&nbsp; Monday 16<sup>th<\/sup> December at The Old Pharmacy.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Notes of a Regular Council Meeting held on Monday 4th November 2024 at The Old Pharmacy, Scurlage.
